NPC approves 49 procurement contracts including construction of Abshar Road in Panjshir

KABUL: Chaired by President Mohammad Ashraf Ghani, the meeting of the National Procurement Commission (NPC) was held Tuesday evening at Presidential Palace.
At the beginning, general director of National Procurement Authority (NPA) Eng. Alham Hotaki delivered the meeting a brief report of Afghanistan government delegation’s visit to Turkey, saying that during the visit, several Memorandum of Understandings (MoUs)  have been signed with various institutions of the respective country for the investment worth more than $120 million to build an industrial park with a number of prestigious companies operating in feasibility studies, design, construction, supervision and design consultation in Turkey.
After hearing the mentioned report, President Mohammad Ashraf Ghani expressed his satisfaction on signing of MoUs with Turkish companies and emphasized on effective implementation of these MoUs, praising the NPA in this regard.
Subsequently based on agenda of the meeting, NPC reviewed 54 procurement contracts in which resulted in approval of 49 contracts worth more than 9 billion AFG.
After reviewing the contract on construction of Machalgho dam, the country’s president expressed his frustration on previous performance of related officials pertaining to the work on this dam in the past, and addressing the OSOPND officials to act seriously on the management of this project as the people were expecting the dam to be completed.
However, NPC rejected the request for approval of the contract for demining of 13 mine area and unexploded ordnance with more than 403 thousand square meters long in Khost Proince, which was related to State Minister for Natural Disaster Management Authority to create a sound and competitive competition among the bidders.
In addition, the contract including the procurement of fiber optic transmission equipment with other related accessories and two other contracts for digging and cabling of fiber optic and copper cables in two zones including the provinces of Kabul, Maidan Wardak, Parwan, Logar, Paktia, Paktika, Kapisa, Bamyan, Khost, Ghazni, Zabul, Kandahar, Nimroz and Helmand, which was related to Ministry of Communication and Information Technology (MCIT) were returned for further review and providing the necessary documents.
The country’s President instructed the MoCIT officials to coordinate and collaborate in digging and excavation process with relevant entities in advance; to prevent the environmental damage which may cause in this regard.
The request for approval of the contract for procurement of 109 dish item and cooking equipment; required by military units and components of ANA was also rejected by NPC to create a sound competition among the contractors. The National Procurement Authority (NPA) requested for guidance on high quality gravitational and magnetic survey service project from sedimentary region of Katawaz, which related guidance, was issued by NPC.
In the meeting, the ministry of defense requested for guidance on the contract for procurement of coal which the required guidance issued by NPC. The Ministry of Interior (MoI) requested for guidance on the contract for procurement of bread required by zone 303 of MoI; which NPC issued the required guidance in this regard. NPC approved the request of General Directorate of National Radio and Television of Afghanistan (RTA) for correction of the previous decision on approval of the contract for live broadcasting of 2020 cricket matches.
