 The annual observance of the International Day of Persons with Disabilities was proclaimed in 1992, by the United Nations General Assembly resolution 47/3. It has been celebrated with varying degrees of success around the world. 
The observance of the Day aims to promote an understanding of disability issues and mobilize support for the dignity, rights and well-being of persons with disabilities.
 It also seeks to increase awareness of gains to be derived from the integration of persons with disabilities in every aspect of political, social, economic and cultural life. 
Each year the day focuses on a different issue. Theme for the day in current year is “Transformation towards sustainable and resilient society for all.”
Nearly 500 million people currently suffer from such conditions, placing mental disorders among the leading causes of ill-health and disability worldwide. Anywhere and at any parts of the world, they are facing with limitations in their life due to outer and social obstacles.
But, 2.7 percent of Afghanistan population suffers from disabilities and the toll has increased due to increasing insecurity and continued war in the country. This needs measures which should be adopted by the government for supporting and empowering of persons with disabilities.
There is still discrimination in connection with employment for persons with disabilities and sometimes unemployment rate among persons with disabilities is two-fold. Based on the country’s constitution, Afghanistan government is tasked to allocate 3 percent employment for persons with disabilities, but the law has not been exercised so far and we witness that no attention has been paid to the issue of employment facilities to persons with disabilities.
 International laws have made governments to observe right of persons with disabilities to work alongside of other individuals in the society. Based on domestic and international laws as well as sustainable aims, governments should adopt particular measures in connection with employment of persons with disabilities in consideration to their disability and empowerment.
New reports have shown that a large number of persons with disabilities in Afghanistan are deprived of access to employment.  Based on reports issued by Afghanistan Independent Human Rights Commission (AIHRC), disability, illiteracy, discrimination in appointment and lack of interest of persons with disabilities in work is all causes of unemployment among persons with disabilities in the country.
Problems: based on new report issue by AIHRC, persons with disabilities are facing with violence in both families and society due to lack of awareness from their rights.
In consideration to persons with disabilities, humiliation and insulting, mistreatment, physical violence, shaming, serious disabilities, avoidance from participation in public meetings and going to relatives are all problems facing persons with disabilities in Afghanistan.
Persons with disabilities have asked domestic and international organizations working for them to take steps towards addressing their problems. Execution of problems for children with mental disabilities are considered as key as well as supporting role of government is also stressed in this regard. Social participation: persons with disabilities should have serious and effective participation in decisions particularly in organization members of which are disabled. Moreover, formation of a particular community for persons with disabilities can also respond their needs.
