Lack of proper programs for poppy eradication in some provinces
 The Ministry of Counter Narcotics (MoCN) authorities said that their studies show that poppy eradication program has not properly implemented in some provicnes while was successful in some others.
Addressing the media, Chief of Policy and Planning of the MoCN Mohammad Osman Ferotan said, war on narcotics is the common responsibility of Afghan government departments but law on national strategy and drugs control has submitted eradication responsibility of poppy fields personally to provincial governors.
Touching different reasons why poppy eradication process has not implemented properly in some provinces, Ferotan said, in those provinces in which the governors undertake leadership of poppy fields eradication process, the process has been properly implemented but in some other provinces there are insecurity and lack of coordination.
Prior to this, MoCNSalamatAzimi had said that poppy fields eradication process has been facing problem due to insecurity in current year and due to this reason the foreign donor organizations have also decreased their contributions.
At the same time Helmand governor Hayatullahhayat and Nooristan governor Hafiz Abdul Qayoom have also considered intensified wars as one of the obstacles before poppy eradication process and they have to fight armed insurgents and drugs simultaneously. Because insecurity pave the way for poppy cultivation and drugs fund the war reciprocally.
Hayat said, we are fighting either insecurity or drugs simultaneously. If we don’t fight simultaneously both, we would not achieve security.Because arms and weapons are purchased and insurgents are paid from drugs revenues to fight us. So we have to fight both simultaneously.
Hafiz Abdul Qayoom said, we have a provincial counter drug commission with branches at districts. They hold regular meetings, seek ways to prevent poppy cultivation. Ulema also play good role in awareness giving section. Due to this reason poppy cultivation is zero in Nooristan.
But inhabitants of provinces in which poppy cultivation is going on, are not satisfied with activities of their local counter-Narcotics authorities.
They said that, every year, the government destroys poppy fields after cultivation while prior to poppy cultivation alternative livelihood program should be implemented and through public awareness giving program should prevent poppy cultivation and drug production, trafficking and usage. 
According to these, if the government destroyed poppy fields, the farmers will be damaged. Therefore prior to poppy cultivation, public awareness and alternative livelihood should be given to farmers.
Results of a joint survey of Afghan government and UNODC show that poppy cultivation was increasing in 2017. The MoCN has recently asked foreign donors to act upon their commitments and enable them to properly implement alternative livelihood program. But the US Burean of International Narcotics and Law Enforcement affairs has conditioned these commitments to eradication of 80 pc poppy fields.
