Fire extinguishers should be installed in commercial buildings, houses
The constructions which were built in the past, lacked every essential and emergency fire extinguishing facilities. The new leadership of Kabul Municipality has recently codified a new procedure of basic constructions aimed to prevent fire damages and casualties.
In an Interview with The Kabul Times reporter, Kabul Municipality spokesman Jalil Sultani said, as the issuance process of constructions permits was referred to a single source, reformed and electrified beside that certain conditions were set up that everybody who build a new construction, has to take them in to account these mandatory conditions.
He added, safety of new buildings are very important and it includes several sections including fire extinguishing equipments to be used in emergency cases. Other sections including installation of lift facility in high rise buildings, digging of septic wells to prevent contamination of underground potable water sources and bad smell. All old constructions lack those essential facilities.
Talking on security barriers ,Sultani said, installation of these barriers are part of security plan of Kabul which have been undertaken by security bodies for protection of people life and properties. But in certain cases these security barriers prevent free movement fire fighting vehicles, ambulances who transfer patients or urgent wounded to hospitals as well as high tonnage vehicles. Some of these barriers are flexible and could be open in emergency situation and let fire fighting vehicles and ambulances to pass through and could be relocked.
Abdullah, Haji Mir Ahmad and Abdul Satar who are shopkeepers of Temorshahi market and their shops were set ablazed last week, said our shops were set ablazed at 7:30 am and we didn’t know how and from which direction fire took place. There was neither power short circuit nor gas explosion, but our twelve shops were set ablazed and all our properties destroyed. Each shop contained over US $100000 commodities. These security barriers cause fire fighting vehicles at circles to reach late to fire site.
If they were on time, fire was likely to be extinguished, but now we sustained heavy damages.
They continued, we had borrowed money had set up these shops, but we have lost everything now. We are at close quarters with our lenders in one hand and lost all our properties on the other while the reason behind fire is not clear yet. If fires take place in this way, all shopkeepers and businessmen will lost their capital. We have rented this building with all its shops and have to compensate for damage of the building. The government should support us to rebuild the building and resume our business.
Maj Habibullah an officer of MoI Emergency and Fire Fighting Department said, almost since one hand half year ago, we started a survey of all high rise buildings, government departments, public and private schools, universities and markets to give them information on how a fire starts and how it could be extinguished prevented but unfortunately our department lacks professional employees. During fire, people cooperation is fading. Traffic jams at circles, security concert barriers and gates are another problem. During movement of vehicles’ some of these gates cannot be open due to absence of their operators which is another problem. Chief of MoI of Fire Fighting and Emergency situation Gen Mahboob Amiri said, our only problem is how to advertise on TVs method of fire prevention but these private TV stations request money instead. When current organization of MoI Fire Fighting was approved, Kabul city had a population of four million, while now the population has increased to eight million people, our current organizations are not sufficient and accountable to a capital city with eight million population.
Gen Amiri added, we have 19 firefighting stations in Kabul city but 5 of them are active and operational.
