Transparency essential in vote of confidence to ministers-designate
 After intense pressure by Parliament and people on cabinet formation and ending the duties of acting ministers, the government introduced new ministers-designate for the ministries that were still running by the acting ministers.
The Second Vice President Mohammad Sarwar Danesh introduced 12 ministers-designate to the Wolesi Jirga or lower house of the parliament for a vote of confidence to replace acting ministers. 
The nominees include Tariq Shah Behrami for the ministry of defense, Wais Ahmad Barmak as minister of interior, Faizullah Zaki as minister-designate for labor, social affairs and martyrs, Nargis Nehan nominated as mines and petroleum minister, Mohammad Shafiq Gul Agha Sherzai as borders and tribal affairs minister, Hamid Tehmasi, minister-designate for transport, Najibullah Khwaja Omari, higher education minister, and Shehzad Gul Aryubi, telecommunication and information technology minister.
Danish asked Wolesi Jirga members to give confidence votes to the cabinet picks, whom he hailed as trustworthy, clean and prominent individuals. 
Now the main responsibility is on parliamentarian shoulders which is more important than formation of the new cabinet. Legislators should keep in mind to vote on meritocracy not on ethnic basis. If they go and give confidence votes on ethnic basis, then the country will again face corruption, mismanagement and propagations, but if they consider the ministers based on professionalism, then what the national unity government has said on cabinet picks will be applied.
Meanwhile addressing the Cabinet session, the president had earlier said that would cancel the nomination of ministers if found any embezzlement in confidence vote by the lawmakers.
Due to delay in announcement and introduction of the new minister designates to Parliament, the wheel of work in most of the government offices has been largely halted.Some acting ministers are no more interested in their responsibilities as they are certain that they are no more going to stay in power for long. Due to this attitude of ministers, all the people working under them are also in the same condition and they are not ready to listen to people who keep knocking on their doors. 
Therefore, the parliamentarians should know that delay in formation of cabinet and casting vote of confidence to designate-ministers is not only going to have bad impacts on people but it would also effect negatively the overall reputation of the government. Further delay would only add to the miseries of people which would not be the desire of any of the heads of government.
The Wolesi Jirga needs to heed the call of the nation: to consider competencies and capabilities of the proposed individuals when deciding on the ministerial picks and it should do it on due time with no further unnecessary delays. 
The people hope to see end of the political controversies over the formation of the new cabinet and the resulting administrative vacuum. It is time for both the parliament and the unity government leaders to realize the urgency of concluding the cabinet formation and end the process.
