Reliable security guarantees elections’ transparency
 The Independent Election Commission (IEC) signed a Memorandum of Understanding (MoU) with security institutions here the other day, aiming to better ensure security during elections day.
According to (MoU), the IEC demanded security institutions to draft a security plan for ensuring security within parliamentary and district councils’ elections that would be held in very days of next year summer and assure the commission on the connection.
The demands made by IEC is indeed the ensuring of security that should cover all related processes of elections including that of the voters’ registrations process, electoral campaigns, the security of polling stations and localities, the security for transportation of sensitive and non-sensitive electoral materials to provincial and district offices as well as maintaining general security of the citizens, who will vote for their desired candidates. 
The election law tasks all security related institutions that in the fiefdom of their responsibility, to ease cooperation with the IEC in holding a transparent elections and perform their legal responsibilities in this regard. Previously, the president had also tasked the security organs to study the issue and spare no effort in ensuring security during the elections day.
On the other, holding elections is very important for the future of our Islamic system. Election guarantees democracy in a country. The parliamentary elections establishes the third pillar of the government according to constitution and necessitates for separation of forces in our Islamic system. 
No doubt, formation of national assembly is incomplete based on instructions and orders of constitution of our Islamic system and its legal authorities would be suspended and not to be executed.
Now, continuation of work of this legislative period of the national assembly is facing with numerous “buts” and “ifs”. Because, some ones believe that the legal working period of MPs in this legislative period was ended after Saratan of fifth year and continuation of their work as representatives of people is illegal. 
Based on the same, it is planned that the election of national assembly and district councils to be held in very days of next year. But, based on the pattern predicted by election law, the elections should be transparent, just and free that requires reliable security.
From different point of views, ensuring reliable security for holding elections is a need for the people of Afghanistan. Because, sans reliable ensuring security of the polling centers would not be established in the places determined by the commission. 
The presence of our citizens would be unfading in ballot boxes and even in some cases, it would be impossible. Because, it is possible that our citizens be targeted by terrorists and impose moral and material losses on them even the electoral sensitive and non-sensitive articles be stolen by them.
Electoral violation would not be prevented and as a result, we would not be assured about transparency of elections. So, it is necessary from now, some preventive security measures should be adopted for holding a reliable election.
It is also necessary, based on MoU signed between IEC and security institutions, the IEC to prepare all necessary conditions for holding a reliable, transparent, just and free elections far from any security threat.
